What this delivery chain makes clearest is that the right to sign a “starchitect” building and the right to realise it are separate. The public remembers Zaha Hadid’s name, but it was Arup’s engineers, Shui On’s construction workers, and the assembly lines of two façade factories that made the curves stand up, stay watertight, and breathe. The overseas concept design decided what the building would look like; the local registered architect figured out how to build it lawfully in Hong Kong; the engineering consultant worked out how to pack structure and services into a shell without right angles; the main contractor and façade firms actually pieced it together. Flip through the public records for the Innovation Tower and you will stumble across a phenomenon easily mistaken for a clerical error: the same building is listed with a floor area of 15,000 square metres in one place and 28,000 in another; height appears as 76 metres in some sources and 78 metres in others. This is not a mistake—it’s a matter of measurement conventions. The section unpacks it because, for a landmark whose specifications are so frequently cited, confusion over the standard of measurement is more misleading than the numbers themselves.

Start with area. The 15,000 m² figure used by PolyU and some other sources corresponds to net usable / net operable floor area, while the 28,000 m² recorded in professional building databases corresponds to construction / gross floor area—the latter counts the volume occupied by structure, MEP, circulation, and that heavy curved skin; the former counts only the space where you can actually put a studio or a classroom. What Does JC.DISI Actually Do? SoInno’s Agenda, Item by Item

That list is, in effect, an index of Hong Kong’s social intractables. Housing—subdivided flats and transitional social housing. Ageing—dementia care and age-friendly community design. Intergenerational relationships—play and caregiver support across generations. Education for a complex future. None of these are topics you would ordinarily find in a School of Design syllabus.
