PolyU's Belt and Road engagement: three main strands and the limits of "engineering aid
Bottom line: The Hong Kong Polytechnic University (PolyU) co-founded the University Alliance of the Silk Road (UASR, 2015) and seven other Belt and Road university alliances, operating through its Global Engagement Office, and has long run the Advanced Programme in Power and Energy — training over 900 professionals from Belt and Road countries by 2026.
An alliance list bearing the acronyms UASR, ASRTU, ANSO, UCMSR and BRAIA; a power-sector training course that has moved from Xi'an to Jinan to Hong Kong; young faces from Tanzania, Mongolia and Uzbekistan — this is the cooperative landscape The Hong Kong Polytechnic University (PolyU) presents under the Belt and Road Initiative (BRI). It is not a photograph of an overseas construction site, nor a signed engineering contract. It looks, rather, like a "knowledge and talent" network stitched together from alliances, training programmes, scholarships and visiting fellows. This article traces the three main strands of that network — building university alliances, professional training along the route, and two-way flows of students and scholars — and gives an honest account of what its so-called "engineering aid" actually consists of.
Information is current as of July 2026; key figures follow official figures and are sourced in place. The main unit coordinating the relevant alliances, training and funding is the Global Engagement Office (GEO)※. This article does not repeat those documents; it fills in the institutional texture of the Belt and Road as a regional theme.
1. What exactly has PolyU done under the Belt and Road?
First, a common misconception needs clearing up. PolyU's role under the BRI is not to build bridges, railways or power plants in partner countries; it positions itself as a supplier of knowledge and talent. According to GEO's Belt and Road page, PolyU states that it is "committed to promoting academic exchange, research collaboration and partnerships with institutions in the Belt and Road region※". In other words, what it exports is courses, training, advisory input and joint research — not construction crews.
PolyU's activities along the route can be grouped into three main strands. The first is building alliances: it co-founded or joined seven university alliances themed around the Belt and Road, using them as platforms for forums, exchanges and joint research. The second is professional training: for working professionals and young people from partner countries, it runs programmes in power and energy, leadership development and cross-disciplinary advancement, with "capacity building" as the watchword. The third is two-way mobility: government and university funding sends undergraduates to Belt and Road regions for exchange, while scholarships bring students from partner countries to study at PolyU.
All three strands share one organisational hub — the Global Engagement Office (GEO). GEO manages external cooperation agreements, alliance affairs, outbound study and Belt and Road funding, and publishes activity updates on its Belt and Road page and news section year by year. PolyU's senior leadership also participate in their capacity as alliance officers: Professor Ben Young, Vice President (Student and Global Affairs), has represented the University at multiple Belt and Road alliance forums. PolyU's Belt and Road engagement is, in short, an institutional undertaking written into its internationalisation strategy and executed by GEO — not a scattering of ad hoc collaborations.
2. Which Belt and Road university alliances has PolyU co-founded or joined?
The most tangible skeleton of PolyU's Belt and Road network is the seven university alliances it belongs to. According to the GEO Belt and Road page and the 2023 press release on the forum of founding institutions of the seven alliances※, verified point by point:

In this table, PolyU's heaviest weight is in the University Alliance of the Silk Road (UASR). Co-founded by PolyU and Xi'an Jiaotong University in 2015, it is one of the earliest university platforms for Belt and Road educational cooperation to take shape. According to the GEO page, PolyU is currently Vice President of the alliance and was appointed Rotating President at UASR Forum 2023※ — holding the rotating presidency in an alliance led by Xi'an Jiaotong and spanning more than 150 universities marks PolyU's upgrade from "participant" to "organiser" along the route. In April 2026, during Xi'an Jiaotong's 130th anniversary celebrations, the UASR Executive Council met in parallel, with ten member institutions in attendance.
These alliances are not names on a list; they are platforms with real activity. On 7 July 2023, GEO hosted the Forum of Founding Institutions of the Seven Alliances on campus, themed "Jointly Building the Belt and Road", bringing together 18 scholars※ from the founding institutions of the seven alliances (UASR, ASRTU, the CPEC Alliance, UCMSR, ANSO, ACNET-EngTech and the BRICS Universities League, BUL). PolyU's stated role at the forum was co-founder and Vice President of UASR, and member of ASRTU, the CPEC Alliance, UCMSR and ACNET-EngTech. Vice President Professor Ben Young said at the forum: "PolyU has been playing an instrumental role in supporting the country's Belt and Road Initiative to bring about positive changes in the region.※" This official statement largely frames the boundary of PolyU's self-perceived role — supporter and promoter, not engineering contractor.
Alliance activity extends well beyond that one 2023 forum. According to GEO's Belt and Road news feed, the ANSO General Assembly met in Beijing on 30–31 October 2025, with more than 80 delegates from over 51 member organisations; PolyU introduced its educational offerings as a new member. On 12 June 2026, the second UCMSR Presidents' Forum was held at Xiamen University, with over 150 university leaders※ discussing higher-education cooperation; PolyU was represented by Vice President Professor Ben Young. UCMSR now covers 73 universities in 20 countries. These forums and council meetings are where alliances turn from "membership lists" into working agendas: the presidents discuss joint programmes, credit recognition and collaborative research — not vague expressions of intent.
It is worth noting the thematic division of labour among the alliances: UASR covers comprehensive educational cooperation; ASRTU and ACNET-EngTech focus on engineering and technology; ANSO is built around international science organisations; UCMSR corresponds to the Maritime Silk Road; the CPEC Alliance connects to the China–Pakistan corridor; and BRAIA specialises in aerospace. That one university spans all seven reflects how well PolyU's "applied, engineering-strong" disciplinary structure matches the cooperation agenda along the route. This "one university, many alliances" layout also means PolyU does not bet on a single region: it connects to the land-based Silk Road led by Xi'an Jiaotong, to the maritime Silk Road led by Xiamen, and, through ASRTU, to the relatively independent line of Sino-Russian engineering cooperation.
3. The Advanced Programme in Power and Energy: PolyU's longest-running route training
If the alliances are the skeleton, then the training programmes for working professionals are the most continuous flesh on PolyU's Belt and Road network. The longest-running and most substantial is the Belt and Road Advanced Programme in Power and Energy.
The programme has run since 2018※, jointly organised by PolyU, Xi'an Jiaotong University, the State Grid Technical College and HK Electric, and operates under the Silk Road International School of Engineering (SRISE) co-founded by PolyU and Xi'an Jiaotong. It targets senior power-industry executives, government officials, experts and academics from Belt and Road countries, and runs in multiple venues across mainland China and Hong Kong through lectures, seminars, site visits and field trips. There is no tuition fee (participants cover their own flights and accommodation). According to a 2020 Faculty of Engineering announcement※, in its first three years the programme trained more than 200 professionals.
Scale has grown steadily since. 2022 was the peak year for participation: a single cohort of 319 energy professionals from 26 countries/territories completed the training, a record at the time. By 2026 the programme had reached its ninth edition, themed "AI-empowered New Power Systems", concluding on 17 April with 45 energy professionals and academics from 10 Belt and Road countries/territories※, including China, Argentina, Brazil, Chile, Indonesia, the Philippines, Russia, South Africa and the UAE. According to the same GEO news item, the programme has trained more than 900 professionals from 44 countries/territories since 2018 — this "900+/44 countries" figure (GEO, April 2026) is the number PolyU most often cites when measuring its own capacity-building results along the route.

Note: the single-edition figure (45) and the cumulative figure (900+) are two different metrics — the former is attendance at the 2026 edition, the latter is the total number of training places across nine editions. They should not be conflated. Single-edition numbers also fluctuate with the year's theme, the pandemic and online/offline formats.
Beyond power and energy, PolyU's engineering faculty has extended its route training into other technical fields. The common pattern of these programmes: PolyU supplies the "course" and the "venue", partners (Xi'an Jiaotong, State Grid, HK Electric) supply industry resources and hands-on scenarios, and the trainees are people who will make decisions in their home countries' power systems. What it exports is not a power station but a cohort of technical professionals who know their counterparts in Hong Kong and mainland China — this is the typical form of "technical aid" in a university context.
4. Other training for professionals and young people: Tanzania and cross-disciplinary advancement
PolyU's route training is not confined to power. It extends in two directions: young leaders from developing countries, and local professionals.
The Tanzania Leadership Programme is the model for "training brought in". According to a 2019 press report※, the programme was run by PolyU's Institute of Advanced Executive Education, with a first cohort of 30 young Tanzanian professionals from telecommunications, IT, marketing, manufacturing, sustainability, finance, tourism and public health. Over one week it offered expert lectures, site visits in Hong Kong and Shenzhen, and knowledge-sharing sessions, focusing on five areas: green manufacturing, urban planning, international trade information technology, tourism and public health. Visits included PolyU facilities, the Hong Kong City Gallery, Sha Tin New Town, a textile upcycling factory and Huawei's Shenzhen campus. The programme was designed to run in rolling batches of 30 per cohort. Dr. Louisa Lam, then PolyU Deputy President and Provost, said the programme aimed to "nurture young talents for the Belt and Road region※", promoting talent development, knowledge transfer and research development. Programmes like this package PolyU's strengths — urban planning, green manufacturing — into a one-week intensive course for the route's future managers.
The Cross-Professional Advancement Programme is the mirror image: "local professionals preparing for route opportunities". According to material released in late 2018※, the year-long programme received HK$2.3 million from the Hong Kong Commerce and Economic Development Bureau's "Professional Services Advancement Support Scheme", with support from 25 professional bodies. It spanned accounting, finance, insurance, law, property, architecture, urban planning, surveying and engineering, with a target of 650 Hong Kong and mainland professionals and entrepreneurs, delivered as seven workshops plus two cross-professional sharing sessions starting in January 2019. The curriculum covered feasibility assessment, risk management, cross-cultural management, dispute resolution and international project management for route infrastructure projects. At the launch ceremony, the then Chief Executive noted in her address that the Belt and Road involved a huge number of infrastructure projects and that every sector needed to equip itself to seize the opportunities — a remark that points to the real driver of such training: the route is a vast infrastructure market, and Hong Kong's professional sectors need training to handle the soft skills these cross-border projects demand.
Set side by side, the two programmes reveal the two directions of PolyU's training network: one brings young people from partner countries in to learn Hong Kong's experience (Tanzania), the other equips Hong Kong and mainland professionals to go out (Cross-Professional Advancement). Neither touches construction itself; both work on the "people" and the "rules" around engineering.
5. Where does the money come from? PolyU's and the government's Belt and Road funding
Underpinning the alliances, training and mobility is a two-tier funding structure: university-level and government-level.
At the university level, GEO runs two dedicated schemes. The first is the Belt and Road Network Initiative Scheme, which provides matching funding to support faculties and departments in holding conferences, seminars and activities in Belt and Road regions, up to HK$200,000 in matched funding per approved activity※, on a one-to-one basis, with one nomination per faculty/department per year. The second is the K.C. Wong Belt and Road Visiting Fellowship Scheme, which funds scholar exchanges between PolyU and institutions along the route, up to ten fellowships per year※, with visits generally lasting one to two weeks. The former funds "activities", the latter funds "people coming and going"; both require departmental endorsement and are PolyU's financial levers for turning route cooperation from slogans into projects.
At the government level, PolyU students going on exchange to Belt and Road regions can apply to the Hong Kong government's Scheme for Subsidy on Exchange to Belt and Road Regions (SSEBR). According to GEO's outgoing-student funding page, SSEBR is listed as one of the funding channels for outbound study※. Based on publicly available explanations of the government scheme by Hong Kong institutions, the non-means-tested SSEBR provides up to about HK$18,000 per award, while the means-tested version can be awarded up to twice, with a cap of about HK$60,000 (calculated by student-finance levels) — both figures are government scheme parameters, not amounts set by PolyU itself. One design feature of SSEBR: a student who has already received funding to exchange in one Belt and Road region must go to a different Belt and Road region to apply again, encouraging students to spread their footprints across more partner countries.

Note: SSEBR is a Hong Kong government scheme for undergraduates at all UGC-funded institutions, not exclusive to PolyU; amounts follow the government's announcement for the relevant year, and PolyU's page lists it only as one applicable channel. Deadlines and quotas for the two university-level schemes follow GEO's annual announcements (for example, applications for the 2026 Network Initiative Scheme have closed).
6. Bringing talent in: scholarships, rehabilitation exchange and the Central Asia delegation
PolyU's Belt and Road is not a one-way outflow. Over the past two years, the "bringing in" side has visibly intensified.
The China Merchants Belt and Road Scholarship is a newly established channel for attracting talent. According to GEO news, the scholarship was established by September 2025※ for students from Belt and Road countries pursuing master's degrees at PolyU's Faculty of Business. The first four recipients came from South Korea, Rwanda, Kyrgyzstan and Malaysia, enrolled in programmes such as the MSc in Business Management and the MSc in Global Supply Chain Management. Seeing names like Rwanda and Kyrgyzstan on the admissions list of PolyU's business school is itself a concrete sign of the Belt and Road talent network taking shape.
Discipline-level two-way exchange is also expanding. According to GEO news, exchanges between PolyU's Department of Rehabilitation Sciences and the Mongolian National University of Medical Sciences have become routine: in May–June 2025, 15 occupational therapy students went to Mongolia for conference presentations, workshops and clinical immersion; in January–February 2026, 12 Mongolian students and 2 faculty members visited PolyU in return. At the Belt and Road Youth Development Summit in December 2025, 28 PolyU undergraduates from route countries took part, two of whom (from Nepal and Mongolia) attended the summit itself — these names and nationalities are the footnote turning "route talent" from an abstract slogan into specific enrolled students.
Institutional-level expansion is marked by senior delegations. From 31 May to 5 June 2026, a PolyU delegation led by Professor Peter Wong, Deputy President and Vice President, visited Kazakhstan and Uzbekistan, signing a student exchange memorandum with Nazarbayev University※ and reaching agreements with New Uzbekistan University and the "El-Yurt Umidi" Foundation, covering professional internships in fields including cybersecurity, robotics and drone systems, as well as scholarships for Uzbek students. Central Asia is the core of the Silk Road Economic Belt; signing exchange and internship memoranda there fills the gap in student mobility that had previously been relatively thin compared with engineering training.
7. The joint-research line: "research" in route cooperation
Beyond training and talent, PolyU's route network has a research line that is often overlooked. It does not operate project by single overseas engineering contract, but takes the form of "joint research platforms + themed academic conferences".
At the platform level, the Silk Road International School of Engineering (SRISE), co-founded by PolyU and Xi'an Jiaotong University, serves both as the base for power and energy training and as the vehicle for joint research and joint training in the two universities' engineering disciplines. Meanwhile ANSO — the Alliance of International Science Organizations, led by the Chinese Academy of Sciences and covering 96 member organisations in 59 countries — gives PolyU an entry point for connecting its research agenda to the route's scientific community. PolyU joined ANSO in November 2023 precisely to embed its applied research in the route's scientific collaboration network at the level of international science organisations.
At the conference level, PolyU uses themed academic symposia to stimulate route research exchange. According to GEO's Belt and Road news feed, on 15–18 May 2026, the Department of Applied Physics in PolyU's Faculty of Science, together with the Dielectric Materials Committee of the Chinese Physical Society, hosted the Advanced Dielectric Materials Symposium, with more than 100 scholars※ attending from mainland China, Russia, Australia, Thailand and Hong Kong. Such symposia sign no engineering contracts and carry no capital flows, yet they are where route researchers begin long-term collaborations — a co-authored paper or a joint project often grows out of a conference room like this. PolyU's route research relies on this slow work of "platforms nurturing relationships, conferences starting collaborations", not one-off project tenders.
To be honest about limitations: PolyU has not published a unified list of "Belt and Road joint research projects". Its route research is dispersed across departments, alliances and conferences, and cannot be captured in a single number. Any claim that lumps a specific overseas research achievement under "PolyU Belt and Road projects" should be treated with caution unless it can be traced to a corresponding project source.
8. Not found and clarified: is PolyU's "engineering aid" actually building things?
Back to the misunderstanding raised at the start. Mention "Belt and Road" plus "engineering" plus "aid", and the mind leaps to whether PolyU has built bridges, railways or power plants in partner countries. On the public record, there is no trace of PolyU contracting to build Belt and Road infrastructure overseas as a construction contractor.
This is not to say PolyU has "nothing to do with engineering" — it participates at a completely different level. The physical infrastructure along the route — the China–Nepal cross-border railway, Pakistan's CPEC projects — is built by Chinese state-owned engineering firms under EPC (engineering, procurement, construction) and similar models. That is the contractors' battlefield. PolyU, as an applied university, supplies the knowledge, talent and rule-setting services around those projects: power and energy training (Section 3), leadership training in urban planning and green manufacturing (Section 4), training in feasibility assessment and dispute resolution for cross-border projects (Section 4), and joint research and advisory input. In one sentence: PolyU works on "the people and the methods behind engineering", not "the steel and concrete of engineering itself".
This distinction matters because it determines how to read PolyU's "contribution" along the route. Disciplines such as urban planning, structural engineering, surveying and rehabilitation science are deeply engaged with route issues at the training and advisory level, but equating that with "PolyU building roads and bridges overseas" is a misreading. The honest formulation is that PolyU's Belt and Road engineering role is capacity building and talent development, carried through alliances, training programmes, visiting fellows and joint research — not construction. Any claim of specific overseas infrastructure contracting should not be attributed to PolyU without official or reliable engineering records to support it.
As for controversy in route cooperation — the Belt and Road has indeed sparked international debates about debt and geopolitics — those are macro-level issues at the level of states and contracting firms, not comparable to a university's training and academic cooperation. This article argues only from PolyU's verifiable institutional behaviour; it does not import macro-level disputes or pass judgment for either side.

The underlying character of PolyU's Belt and Road network is that of an applied university translating its engineering, planning, business and rehabilitation disciplines into courses, advisory services and talent channels that partner countries can actually use. It does not build roads, but it trains the people who build roads; it does not sign engineering contracts, but it signs memoranda for student exchange and joint research. From co-founding UASR in 2015 to signing internship memoranda in Central Asia in 2026, the network has grown over a decade from "joining and lending a name" into a substantive entity with training, funding and two-way people flows — which may be the most fitting way for a university to participate in a national initiative.
